Dr. Dorothy Liu-Barbaro enjoys traveling, playing music, and spending time with her children and family. She is passionate about helping people access care and treatment that they may not otherwise be able to receive, ensuring that all patients have the support they need.

Cornelia “Connie” Carlton Penn, PhD, lives in Carlsbad with her husband, daughter, two dogs, and a bird. She also has two adult sons and a granddaughter. Having spent half of her childhood in Germany, she is bilingual and loves to travel. Cornelia “Connie” Carlton Penn, PhD, is also a Tang Soo Do Karate black belt.
Her passion for healthcare shines through in her work. Recently, an elderly patient shared with her that, for the first time in her life, she felt a burden of guilt lifted—moments like these reflect Cornelia “Connie” Carlton Penn, PhD’s dedication to improving patients’ quality of life. She also enjoys working with students on-site at Escondido High School, where she finds today’s adolescents insightful, compassionate, giving, and motivated to impact their future and society positively.
Claire completed her general psychiatry residency at the University of Washington in Seattle, where she had the the opportunity to work on the homeless outreach team and with an organization that provided therapeutic child care to children at risk for emotional and behavioral problems based on exposure to abuse. She finished her training at UC San Diego with a fellowship in Child and Adolescent psychiatry, where she was on the Community Psychiatry track with significant exposure to under-served populations and with non-profit organizations.
Dr. Thompson joined the Neighborhood Healthcare team out of a desire to enhance the wellness of the community. As a doctor at Neighborhood Healthcare, she’s able to live and work near family and friends as well as utilize the training she received in a community health center near the San Diego/Tijuana border. She is dedicated to helping her patients achieve their goals. Dr. Thompson is a member of the San Diego County Medical Society, American Academy of Family Physicians, and the California Academy of Family Physicians. She strives to advance the care that Neighborhood Healthcare provides as she has a special interest in healthcare improvement initiatives.
